Campuses and government agencies are required to create a waste reduction plan. The state offers technical assistance to businesses to meet the recycling requirement.

State agencies must appoint a recycling coordinator for every 50 employees at the agency to provide recycling education to its employees. University campuses are required to have a recycling coordinator and provide education to students on recycling.
